HONORING A COMMUNITY Greater Albuquerque Chamber presents 2025 Chamber and Legislative Awards

Mike Canfield, left, Chamber Membership Development chairman and president and CEO of Valliant Consulting Group, presented the Greater Albuquerque Chamber of Commerce’s Public Safety Advocate Award to Gov. Michelle Lujan Grisham on Thursday.

On June 26, the Greater Albuquerque Chamber of Commerce held its Board of Directors meeting at Central New Mexico Community College’s Workforce Training Center, where it presented its 2025 Chamber and Legislative Awards.

Del Esparza, Chamber chairman of the board and CEO of Esparza Advertising + Digital, said the Chamber’s annual awards go to individuals who have demonstrated significant leadership in improving our state and our communities.

He added the goal of these awards is to acknowledge great work and important decisions, and the recipients have demonstrated a commitment to improving the quality of life for our residents.

“This aligns perfectly with the Chamber’s primary goal, which is to encourage decision makers to position our state to better compete for new businesses, workers, residents and visitors,” Esparza said.

The Legislative Awards fall into two categories — “Start to Finish” and “E for Effort.”

Start to Finish means the bill reached the governor’s desk. E for Effort means it addressed an important topic but didn’t quite make it all the way to the fourth floor.

Mike Canfield, Chamber Membership Development chairman and president and CEO of Valliant Consulting Group, kicked off the event by presenting the Public Safety Advocate Award to Gov. Michelle Lujan Grisham.

He said Lujan Grisham has focused a bright spotlight on this issue, and despite her unwavering commitment to policy changes, more progress needs to be made. Lujan Grisham told attendees she remains committed and will work with the Legislature in the months to come.

The governor complimented the Chamber on its public safety work and expressed her appreciation for its support of her public safety initiatives.

Canfield thanked the governor for joining us at this important meeting.

‘START TO FINISH’ AWARD RECIPIENTS

EXPANDED RICO (RACKETEERING) STATUTE

INCREASED PENALTIES FOR VEHICLE THEFT, FENTANYL TRAFFICKERS

Rep. Cynthia Borrego, right, sponsored legislation that ratchets up penalties to higher felony levels for not only outright theft but also embezzlement, dealing in stolen vehicles and in any way knowingly acquiring a stolen vehicle. Borrego was also given an award for her bill increasing penalties for fentanyl traffickers. The awards were presented by Janice Torrez, at left, Chamber Public Safety BIG chairwoman and Blue Cross Blue Shield of New Mexico president.

MEDICAID TRUST FUND

From left, Sen. George Muñoz, Sen. Bill Sharer, presenter Dr. Michael Richards, CEO of UNM Health Systems, and Rep. Pamelya Herndon’s District Legislative Aide Bronwen Murray. The legislators received the award for their work on the new Medicaid Trust Fund, which will help ensure the state can support its growing share of Medicaid costs.

BEHAVIORAL HEALTH REFORM AND TRUST FUND

Terri Cole, second from right and GACC president and CEO, recognized the “all-star bipartisan team” of senators who collaborated on three bills that draw on the resources of all three branches of government to rebuild a system from the local level up, bounded by sensible guardrails and funded, over time, by a trust fund extracted from excess state revenues. Cole presented this Start to Finish Award to, from right, Senate Majority Leader Peter Wirth, Senate Minority Leader Bill Sharer and Senate Finance Committee Chair George Muñoz.

DOH OVERSIGHT FOR SAFE CARE FAMILY PLANS

Terri Cole, center, GACC president/CEO, recognized House Minority Leader Gail Armstrong, right, and Senate Majority Whip Michael Padilla, left, for their Safe Care Family Plans. Their bill amends the Children’s Code to provide new guidelines for Plans of Safe Care for newborns who exhibit symptoms consistent with prenatal drug exposure.

SITE READINESS

Sen. Michael Padilla, left, received recognition for his Site Readiness work along with Rep. Meredith Dixon. They recognized a long sought-after economic development goal: empowering the Economic Development Department to provide sites ready for business development. Two bills will work together to establish this important process, including up-front installation of utility services. At right is presenter Tom Jenkins, Chamber Economic Development Teams chair and founder and qualifying broker of Real Estate Advisors.

STRATEGIC WATER PLAN

PHYSICIAN INTERSTATE COMPACT
